Arctic Armour included in the 90% Physical Reduction Cap ? Or extra Reduction ?
Do Arctic Armour provide extra Physical Damage Reduction, or calculated differently other than 90% physical damage reduction from armour/ endurance charge ?

It's a different calculation. Arctic Armour is calculated first as part of the initial hit and damage conversion.

While the order of mitigation and damage taken is technically correct, keep in mind that Arctic Armour has been changed since that post and now uses a "less" modifier, which means it will be calculated at the end of that step.

AA is literally last in order of defenses.
It's a terribly performing defensive layer, which impact shrinks to utter ineffectiveness the more mitigation you have, while does nothing meaningful when there aren't other sources of damage mitigation due to its low numbers. Basically it has minor use with zero AR/phys resist chars, especially if there's fortify. The best feature of AA is the chilled ground, helps with kiting enemies or escaping from danger.
