Commandment of the Grave not proccing from minion or skill kill

I spent some time getting my glove enchant "Trigger Commandment of the Grave when your skills or Minions kill" and it does not appear to be proccing at all. I tested it with each minion type and my own skills but still... no proc.

Edit: Is my necklace preventing the SRS minions from spawning?
