Doedre's Skin isn't applying all socketed curses

The item isn't applying all socketed curses like it should, this doesn't change when getting or removing sources of "Enemies can have 1 additional curse" such as the "Whispers of Doom" notable.

UPDATE: so i found it will apply all 5 of my curses if i change the order that i have them socketed in; elemental weakness, temporal chains, enfeeble, despair, then assassin's mark. It applies all curses if socketed in that order.
