Speaker's Wreath and Spiritual Command interactions

I am not sure if the interactions with Speaker's Wreath and the new Spiritual Command node (might also be the other new minion nodes) are intentional or not, but I don't think I should be able to gain 20 attacks per second with Scourge Arrow just by putting on that one Unique?

This is a pretty ludicrous increase in attack speed, and should probably be looked at.
