Diviner's Strongbox & Cards Drop Restriction

Today I finished act 10 and started my mapping for the Flashback League. While I was farming on graveyard (t1), I came across a Diviner's Strongbox. I didn't even bother to use currency, I just opened it.
And then it drops The Doctor. Is this supposed to happen? I know that The Doctor is area restricted and it only drop on Burial and Spider Forest. Does the Diviner's Strongbox Ignore area restriction? Thanks Last bumped on Aug 10, 2018, 12:49:10 PM
