[HELP] Limit/Lock FPS with an Intel UHD 620 without VSYNC

So far I've went into the Intel UHD graphics control panel and set the refresh rate to 48p Hz from 60p Hz. I've also went into the ini and set texture_filtering to 0 and texture_quality to 63, all of this running full screen on 1280x720, and of course I've disabled v sync as all its doing is trying to match the refresh rate of my display.

When I get in game im excited to play with this runescape mod, only to be shut down by the fact that the game is trying to do the most as I can see it fluctuating from 60-100+fps.

With all of this done I've come to the conclusion that I need a frame rate limiter/locker/ceiling third-party tool that works with intel or find a way to do it on my T480's iGPU control panel/windows settings. And yes I've updated all drivers, I'm one update behind for my BIOS but I know that is not the issue.

Update: I've under-volted my cpu (i3-8130U) by 125 mW and it definitely helped out. But the problem is still strong. FPS is constantly fluctuating from 10-100 fps and crashes/window resizing bugs are still prevalent. I've waited since beta for a fps locking feature that isnt v-sync, guess I'll be waiting for longer.

Install MSI Afterburner and use RTSS to limit the framerate, it works for everything.
Cooperation is a silent form of conflict.
Dxtory does what you need, limit fps w/out vsync.
