arcane surge not turning itslelf on with mind over matter?

Hi everyone,
Mind over matter and a lot of mana, mana regeneration 244, my skills don't show a cost any more and arcane surge don't trigger itself. Is it a bug or I don't understand how this skill works? Mind over Matter has nothing to do with this. You have the Sanctuary of Thought passive, which can in some cases (on full Energy Shield) make your skills cost zero mana. If you never spend any mana on the supported skill, Arcane Surge will never activate.
