Range of Implicit modifier ?

I'm trying to find out what the max roll I can have for the implicit mod on this bow. I looked on Poe.affix but it doesn't make sense to me.




Poe.affix says 31-37 for this ilvl, so why does the bow have 21% ? I mean, is that value only indicative of the peak range and not both the low to high ranges ?
