Difference between ilvl83 and ilvl 86 elder leather belt

Hi guys. As topic stated. Im interested in the difference of the crafting potential between these two item levels especially when it comes to elder mods. Been looking a while to find an explanation but failed to do so.

You can use poeaffix.net to see all available mods on a base item type, based on its item level.
The maximum ilevel requirement for an Elder mod is 82, the "X% chance for your flasks to not consume charges" prefix. Thus all possible Elder mods can spawn on either an ilevel 83 or 86 belt. The tier 1 "X% increased cooldown recovery speed" (16-20%) Shaped suffix has an ilevel requirement of 84. Thus this mod can spawn on an ilevel 86 belt, but not on an ilevel 83 one. This is the only difference when it comes to Shaped mods. I have not checked other mods besides Shaped and Elder; you should be easily able to do so yourself using the site.
