Why does Juggernaut's Unrelenting raise resists?

I got Unrelenting thinking I would get the 8% reduced elemental damage taken while at maximum endurance charges. But when I was watching the tooltip all my uncapped resistances went up by 24%. Does this mean that's all it's doing is raising the resists? Meaning it's not really doing anything because I already had them capped. I was expecting to actually take less elemental damage from monsters.

Every Endurance Charge itself gives you 4% to all elemental resistances. This is probably what you're seeing. The Unrelenting bonus is separate from that, and AFAIK not shown anywhere in-game.
