proper borderless window with scaling?

i have nice dual monitor setup and game scales beautifully.however,as you know,a lot of space is wasted on that white bars for no good reason.so,can and/or how to get borderless window that scales like regular window mode when stretched?

regular window borders at top,that's what borderless are for.

No, i don't have any borders, no titlebar on top and no start menus or stuff showing at bottom. Game is set to "windowed fullscreen" and it covers entire left monitor on a 2 monitor setup. I use right monitor for other things, like writing this.

yes,i know what borderless fullscreen does.what i'm asking is same functionality as window mode but without borders.
i'm able to what i want with borderless gaming application (run PoE in window mode,stretch as desired,run borderless window app,in BG app turn off auto maximize and set to 'no size change') but as you can see,it's rather tedious and can't be automated,so proper borderless window mode would be very appreciated. |

why?it doesn't do anything to the game that game already does itself,it just cuts that annoying top window bar.
