Last week I saw there were 2 sets angel and devil where you could combine them. When will these sets be available outside of a random chest?

This one? All you need to know is on the announcement page. That will include the full list of what was in the box, the prices of them when they reach the store AND their estimate on when it will be in the store outside of the boxes (about a month after the box that contained it is removed from sale) Ancestral Bond.
