Directx9 and Directx9Ex Graphical Issues

Hello. I got these issues and I don't know what to do.
Sometimes (most of the time) I don't see ingame graphical effects such
as character auras, molten strike fire effects, arctic armour chilling
ground, waipoint glowing, portals.... I have those effects in dx11,
but I think I can't really afford dx11 with my rig, I'm getting 20-35
fps average at the lowest settings. Even worse while mapping, below 20 fps. In Directx9 mode my fps is fine as you can see on the screenshots, but necessary effects are missing.
My GPU drivers and DirectX are up to date.

Here are the screenshots. If I'm standing at a certain angle of view
or w/e you call it, the effects appear, I move, they disappear again,

What should I do? I didn't play for a while, may for a year or
something, it was fine before.

I contacted support, after 5 days of waiting... let's say it wasn't helpful. Just generic "cool suggestions".

Hello there.
If it was fine before, some DX9 code must have been altered during your break.
Not saying it will work, but trying to repair or reinstall DX9 would be a great start.

I'll try to delete and reinstall directx, I've just checked I have a bunch of C++ redistributables installed (those are directx I assume), like 20+. Will try to update my graphics driver again.
If someone could confirm that it's completely on my end, that would be great.

Was worth trying.
It's hard to tell if it's 100% on your side, and i have no idea how far GGG is continuing to support DX9 stuff, but since it's accessible in the ingame options, let's assume it's supposed to work.
For the record, i crossed an other thread similar to yours recently, but with different missing objects.
Anyway, since a fresh DX9 doesn't change anything, it might aswell be some system code used by POE, but outside of DX scope, and i'm afraid i can't help you much on that field =[

Well that's sad to say the least. I tried nearly everything, even the standalone version :D
May be they don't support dx9 version anymore since I assume most of the players have goku or atleast capable to run the game with dx11 on lowest settings? computers. But I think it should work if it's there. I would play without those effects, but they're like... essential.
