About 3.2 LLRF Mana Guardian

i got a question here , is that 3.1 patch can be mana guardian , mana 8xxx with wastcher eye , buff clarity ES can go untill 18k above ,
why now 3.2 patch is cant , i already do all same stat m item . but i only get 14k ES only
