experiencing high ping after the server went down for unknown reason

hi, currently suffering from high ping, im from ph and my good to enter servers are jap. and singa. but as you can see every servers pings makes me wanna quit poe. usually i get 80-100 ping on those server, can go lower if i play at dawn (ie 1-6am)

my connection is private and i made it sure that im the only one connected to it, my connection is wired and im also using cable, my browsing is fine but when it comes to poe including the trade site i experience high ping. no updates or apps consuming network on background too. hope you can check on this

in connection to this every time i enter someones realm either i get high ping, gets disconnected or i cant simply enter their HO
