Beast crafting mod levels

When I'm using my own item for beast crafting does the level of the beasts or the item level of the item restrict the mods?

Unsure, like to know this as well. I feel like a lot of the beast crafting is unexplained and sloppy. It's frustrating.

As far as I get it it's the level of the beast, if I do same recipe it changes (according to what best is next in use)

Supposedly the non-random affix type is limited by the beast level and the other affixes are limited by the item level.
