UI scrolling bug

Sometimes I get this annoying thing where a scroll down menu automatically goes down to the bottom and doesn't let you scroll back up. So far I've had this happen in my chat screen and map device. Seems to happen in one place at a time because everything is fine other menus. Restarting the game fixes it.

I also get this time to time.
Not sure why it happen. Happen couple times for me this week.

It seems do have something to do with me browsing the web and using mouse scroll up/down or up and down keys on keyboard.

When I alt-tab into the game it will hit bottom, but alt-tab out to webpage it does not hit the bottom.

Besides restarting game,
just 'Exit to character section' and then back in to the game again is enough to fix it for me.
