can Uber Hillock spawn in standard league 3.2?

Hey ive been farming and got up to lvl 8 in and i still havent go Uber Hillock.
I was wondering if im just super unlucky or if he doesn't spawn any help? Last bumped on Mar 29, 2018, 8:26:04 PM

He can, and always has been able to, spawn in any league.
