Aspect of the avian doubling movement speed?

Bug reference # 2310218025. After tonight's 3.2.1 patch my aspect of the avian (crafted onto my stygian belt) is more than doubling my movement speed instead of only 10%. Tested on my duelist and also on my witch - I go from 47% unbuffed hideout movement speed to 104% when the movement speedbuff procs.

Oh, I posted this on the wrong forum I guess.
