INFO: the Wise Oak

Hi guys, in the official PoE wiki The Wise Oak gives 35% elemental resistance when equipped but when i find it trought PoEgoods i see only the "when used buffs"...so, it has the resistance buff or not?

So if equipped it gives 35% all ress or only when used?
