Hinekora's ash and interaction with totems

From the new chieftain ascendancy reveal and judging from the wording of Hinekora's mod

"10% chance to Cover Rare or Unique Enemies in Ash for 10 Seconds when you Hit them."

it seems it will have no interaction with totems. Is this intended? Chieftain is an ascendancy with a heavy focused theme on totems, even Hinekora itself has a totem mod, the one that gives you leech. If you pick it for the leech then the last mod is getting wasted. I don't see a balancing reason here either.

I would prefer it if it was

"10% chance to Cover Rare or Unique Enemies in Ash for 10 Seconds when you or your Totems Hit them."

It makes more sense both thematically and even for balancing reasons. As it stands i still see no reason to pick chieftain over any of the other ascendacies currently used for totems even for a fire focused build.
