Loading screen crashes since 3.0 and even worse in 3.1

Greetings,

So I used to run this game on high graphics,probably never had crash and only place I had some perfromance lag and had to lower graphics a bit in act 1 was in Merveil boss room before Fall of Oriath patch 3.0

However,I've been having loading screen crashes since Fall of Oriath patch 3.0 as well as screen freezes/low fps even on lowest graphics with 800 x 600 resolution and dynamic resolution 60

The lag was not a big problem for me since I didn't mind playing on the lowered graphics if it minimized this lag.

The problem for me were the loading screen crashes.
Like every 2-3 loading screens,I'm more likely to crash in 1 and get back to log in screen.
Its really frustrating.
Eventually,I managed to work around this problem on 3.0 by switching from Dx11 to Dx9 and that meant I had to play on Dx 9 which has no dynamic resolution option so I had more lags.
Eventually,I took a break and hoped this problem would get fixed next patch but every patch I try and its same story.
I had some hope that 3.1 would fix this problem but then I was surprised that it got worse.
In 3.1,now,game crashes on loading screen on Dx9 as well but not as often as Dx11 but it still crashes and its still laggy if not worse.

Thing is I used to run this game on high on this very same laptop and very same connection and it ran smooth most of time except in some certain places like Merveil boss room where I had to lower my graphics say to medium or low without disabling everything nor lowering resolution.

Howcome I can't run it smooth even on lowest of the lowest settings since 3.0?
Howcome I'm having all these loading screen crashes even on lowest of the lowest settings since 3.0?
Howcome this is happening on a laptop where I can run FF13 smooth and Skyrim with around 60-100 mods (including graphic mods) smooth?
And if that is a connection problem then howcome have I managed to play around 2k games in LoL,achieve level 510 in HoTS and can run and play Paladins smooth?

I know the mentioned games are not superior but they definitely would require more to work smoothly than the lowest of lowest settings in this game would.

I'm really confused and don't really know what happened since 3.0
I don't know if its something from the server or from my own game files.
I think I might just take another break and hope this problem would get fixed one day or hope I'd find a better or similar free game than can run like this game before 3.0
Though,its really sad because,I like this game
The lags were a turn off that I could accept but the crashes simply kill this game for me every time I try to play it.

If anyone knows a fix for these loading screen crashes or the lag,I'd appreciate if they let me know but its worth mentioning that I'm not playing this game on Steam so those Steam version fixes might not be suitable for me.
I'm also using a Wifi connection and I'm running this game as admin.
My antivirus and firewall are not blocking it.
I shut down almost all applications and processes except necessary ones like antivirus before I run the game.
