Tornado Shot + Chain sup: good for secondary projectiles?

I understand the law of everything that pierce can't chain, BUT in the case of tornado Shot, we have secodary projectiles that don't pierce (unless I'm mistaken): can we assume Chain would permit those projectiles to... chain!?

Sure, Tornado Shot - Chain is a triend-and-true combo, one of the more decent uses of the Deadeye ascendancy.
