Certain queens aren't triggering A Regal Death prophecy

From the prophecy description:
"You will slay a very powerful king or queen, and it will drop a Regal Orb." Could this please either be fixed or at least confirmed it's intended to be this way? I guess it's either 1 or 48,000. Nothing in between, right?
