What level to get Shield Charge?

I am currently 17, not for sale from nessa. Just got to Forrest encampment and not there either. The reason I am asking what level is the Wiki says level 10.

Depends on what class you are using.
At level 10 you get it with the marauder by killing brutus, doing so unlocks it for the templar and the duellist, if you are on any other class then you need to wait until act three. Ancestral Bond. It's a thing that does stuff. -Vipermagi

The wiki will, for each skill gem, tell you who gets it as a quest reward, who can buy it from the normal vendor, and who must use siosa or lily to obtain it. It is likely fairly current, but may have errors for the newest gems, as it is community maintained.
