Ryslatha, the Puppet Mistress fight is bugged.

Once you enter the arena and suppose to start a fight, nothing happens -- boss doesn't activate and simply sitting there, doing nothing, while poison aoe attacks spawn all over arena location.

You first have to kill the 3 monster generators (down the stairs), then Ryslatha activates.
