After killing Dom in act3, the way to the aqueduct didn't open

A user (Peguiny) in global asked how to access the Aqueduct after killing Dom. After giving him the usual response he said there was no way there, so I went to check it out. When I got there, Dom was already there. As you can see in the screenshot, the bridge is there but it can't be clicked; no mark on the minimap either. I went back and opened a TP for him on waypoint in the aqueduct and he could access it just fine (as shown in the party).
