Herald Of Ice + Onslaught

When I link the Onslaught gem to Herald of Ice, the tool tip clearly shows it has a chance to grant Onslaught on a killing blow. With my current gem/quality level, the chance to supposedly gain Onslaught from killing an enemy with Herald of Ice on is 42%. However, when I kill groups of enemies I am not gaining the Onslaught buff.

The picture shows I don't have Herald of Ice on because I switch between Anger and Herald of Ice for mapping/bossing. I tested it with Herald of Ice and it never granted me the buff.

The "On killing blow" is on Herald of Ice though, which means it refers to the AoE damage effect of it. You need to kill a frozen enemy so that it shatters, resulting in AoE damage from the herald and this AoE damage then needs to kill an enemy to proc onslaught (with a chance).

The Onslaught only activates when the explosion from the enemy shattering kills another mob, which has a low probability, plus the low probability of Onslaught it is not a reliable way to get Onslaught, it will happen sure, eventually, when Mars and Saturn align.

If you are looking for something more reliable link it with something with an "on hit" effect, like Curse on Hit + a curse of your preference.
