I think you misunderstood something. It's not that the experience you get is increased. Only the experience your corrupted gems get is increased, from the default 10% of experience you would get without penalty to 11%.
Basically, that jewel only exist to help you level corrupted gems of any kind, be it simply corrupted gems with no other values to them, 23% quality gems or vaal gems.
Every gem in your equipment that is corrupted gets 10% increased experience. Non-corrupted gems still get the normal experience and so do you.

It simply adds or subtracts a level of the current state. That means, it's just as if you were leveling it normally, so no, unless you use it on a lvl 20 gem, vaal orbs do not affect the maximum level of gems. Even then, it can only increase the maximum level to 21.
