Question about Deadly Ailments / Bleed priority.

I'm a bit vague on how the new poison/bleed/ignite mechanics work, as far as what "base" qualifies as: Raw weapon, raw skill, skill+gems but not general tree modifiers, or something which can be affected by a hit reduction?

So, if anyone can help answer the following question, I'd be appreciative.
- Does the 20% reduction to hit damage from Deadly Ailments affect bleed damage output at all?

Flat values consistute Base Damage, as well as modifiers that explicitly state "Base Damage" (see: every Attack Skill :P ). Deadly Ailments reduces Hit Damage dealt by a percentage; Damage dealt is not Base Damage. :)
