I gave it to Irasha because she was closest and I wanted to hear what each of them had to say for themselves. She just took it without me getting a choice in the matter, so... :|

I hoped for an additional dialogue as well. I am not sure how picking the ruler would be handled in such case, though, just click on the chosen NPC again?

Well, the not chosen person says something about your choice... and holy crap, tasuni goes into full psychopath mode if you don't choose him. From what I read between the lines, tasuni wouldn't be the kind and gentle type of ruler that oyun was.
