Harbinger not spawning enemies

Sometimes a Harbinger will stop spawning enemies and will just randomly move around doing his cast animation but no enemies spawn, making it impossible to kill him

Sometimes the monsters spawned by the Harbinger are out of sight/screen. Than he will continue to play the described animations, but without spawning more mops. At least that's what I encountered 2-3 times.
