Simple solution for Standard characters who completed Act 4 Merciless

Here's a simple solution appropriate for Standard characters that completed Merciless Act 4. Let's call them Legacy characters to distinguish them from Standard characters who did not complete the game before the release of The Fall of Oriath.

For each Legacy character who was granted a Skill Tree reset with Patch 3.0, reset all Act 5-10 quests and waypoints to uncompleted.

In game instances launched by Legacy characters, scale up the Monster Level of each Act by 20 points. This will produce the following Act progression:

Act 1: Monster Level 21
Act 2: Monster Level 35
Act 3: Monster Level 44
Act 4: Monster Level 54
Act 5: Monster Level 61
Act 6: Monster Level 65
Act 7: Monster Level 70
Act 8: Monster Level 76
Act 9: Monster Level 81
Act 10: Monster Level 84

Henceforth, all characters who complete Act 10 will become Legacy characters, regardless of league status.

This simple adjustment will make Part 2 more challenging for Standard Legacy characters, and will also improve the replayability of the game for newly promoted Legacy characters in the future.

since you 'promote' this in various other threads, just a simple remark:
-HOW should be differed between pre-3.0 chars in standard and new created? (with no additional effort)
Have fun if you want the full 3.0 experience without the additional challenge stuff...

and a hint on a (likely) general rule:
-NO additional conditions for perma leagues! That's exactly what the challenge/temp leagues are for. Standard (&STHC) is just 'what it is' + 'what comes down from/after leagues'.

But only as an optional switch. And obviously with the ability to gain all rewards and quests done - in any case of handling the content.

before this newly released garbage came out, i actually thought that acts 5-10 would continue to scale in dofficulty past 67 or whatever last lvl was in act 4 merciless..... and final act ten would be someone in high 70s/low 80s.....sometimes you just dont want to play maps and want to run some regular content..... but no point without this kind of change

It's simple both in concept and implementation:

Standard "Legacy" characters are those that have already completed Act 4 Merciless. In Merciless, Malachai, the final Act boss, was a level-70 monster.

With the release of Patch 3.0, Standard Legacy characters have had their Skill Trees reset, and have been stripped of all skill points granted by quests completed in Cruel and Merciless difficulties. To recover their lost quest points, they will need to complete The Fall of Oriath Acts 5-10.

The problem is that Act 5 starts at Monster Level-41, while Standard Legacy characters retain their level-70+ skill points and end-game gear. To make Acts 5-10 more challenging for Legacy characters, the Monster Level of games they host should be scaled up by +20 points, which for Act 5 would be Monster Level-61.

To maintain parity with Standard Legacy characters, all characters who henceforth complete Act 10 should likewise be promoted to become Legacy characters within their current league. That will boost Act 5 to Monster Level-61 for them as well, improving the replayability of Part 2 Acts for all characters who finish Act 10.

I've been debating whether or not to respond to this because I think the idea itself is impractical. The reason why cruel and merciless were removed was not because new acts were added, but to smooth out the leveling process. Cruel and merciless were essentially the leveling proces when the game was much shorter. You're almost proposing reintroducing cruel, but only for the new content.

I don't think GGG would go for it though even if that weren't the case, since high level monsters are in the domain of mapping, and that is the chosen form of endgame. Can still play in act 9-10 all you want though if mapping doesn't interest you, but you will get less xp.
67 does indeed feel a bit low, considering you used to go all the way up to level 70 in regular content before FOO. But I expect that future acts will pick up where act 10 left off and further increase the monster level instead of scaling it all back down to 67.
