Borderless windowed locks to 60fps on 144Hz monitor

Every so often if i alt tab and come back it'll randomly lock me to 60fps, and sometimes not. I'm running with resolution scaling off and DX11 enabled.

Normally my game ran at about 120-144fps but because of this issue it'll just randomly lock me to 60 after alt-tabbing and coming back into the game.

Update: Switching from borderless windowed to fullscreen makes it that it's always at the higher framerate, but I much prefer borderless windowed so it's only a temporary solution.
Nobody else with a similar issue?
Same issue. Sometimes it will randomly lock my fps to 60 in windowed fullscreen. Switching to fullscreen brings my fps back to 144. Switching back to windowed fullscreen locks it to 60 again. I am unable to play in fullscreen because of some addons that use as well as having dual monitors and needing to move between monitor to monitor easily without having to alt-tab.
do you guys both have a secodn 60 fps screen?.

i tested alot and couldn't find any other sulution than just buying another 144 hz monitor. if you guys find a fix, let me know

I was able to get at least a temporary fix by turning off the 60hz monitor and turning it back on while POE was running.
Hey guys, I know this is kinda old, but I found this when having the same issue.
As it turns out, if you are running Win 10 and have taken any system updates, chances are your Game bar/Game DVR settings got reset.

These setting have been notorious for causing frame issues in various titles, my recommendation is to go to Setting>Gaming and turn off the Game Bar options and the Game DVR settings. (They are in two separate lists on the right so don't miss any)

Hopefully this made sense and helps anyone in the future with the same issue.

Still having this issue. I have had 2 screens but only one plugged in atm.
Tried all the suggested solutions here. Although one thing to mention is i still have Windows 7 ultimate. (Which still works great btw).

For Example when i play World of Warcraft i have no problem having 144hz on my screen. I'm actually not having this issue on any other game.
Doesn't matter if i go borderless or fullscreen, the max fps allowed in my options is still 60fps. I have a 1060 so the card is not the issue.
Btw at threadstarter or if someone else became any wiser of this issue some info would be much appreciated either if my issue may differ abit from yours.
