Decree of Fury triggered by Doedre's Elixir

As said in the title, Doedre's Elixir triggers Decree of Fury when used (unless it is on cooldown).
It works as intended with "when it" effects (tested with Edict of Ire), but this is an "on hit" effect so it shouldn't trigger.

I don't know if it works only with this or all the "on hit" effect.
