Can't/haven't tested, but VP turns any source of leech into an equivalent packet of instant lifesteal. If you deal overkill damage, I don't see why VP wouldn't turn 20% of that overkill damage into a lifesteal. I do know the "leech effects aren't removed at full life" portion of Endless Hunger is effectively removed/made irrelevant with Vaal Pact allocated, as it only works for LoT effects, not VP magic bullshit lifesteals.
