[Resolved] Random undetectable lagspikes – Onlime ISP issue

Bug report reference number – 304 402 352 (https://i.imgur.com/r3nCYFP.png).

This didn't happen earlier. Game freezes for couple of seconds, then speeds up (feels like it tries to get in sync with smth).
I'm pretty sure I did nothing to PC setup (only Windows updates are on). I even didn't update my graphics driver for quite a while.
I've asked about lagspikes one person while trading and another one while partying and both of them confirmed that they are happening.

What I did trying to fix it:
Upgrading video drivers to latest version.
Disabling Windows Defender (the only AV software).
Checking defrag status and while it was only 2% fragmentation defrag game directory anyway.

OS: Windows 10.
CPU: Intel i7 3770k
GPU: Radeon RX 480
RAM: 14 GB (8.6 GB free without PoE)

Using VPN to Netherlands, playing via Amsterdam gateway, same thing all along (2 302 890 996).
