Does chilled bonus apply to first hit? Hypothermia Support

Lets say you hit a monster for 1000 cold damage 'first hit' with Hypothermia Support
Does that mean that it will deal 1000 cold damage and apply a chill?
Or would it apply a chill first and deal (20-39)%more damage afterward?

Exact same for chill as for shock, the hit that chills doesn't get the bonus damage.
