low life and culling strike Animate Weapon 1 shot Rip

I Was playing in a map with all weapons that were being dropped were being Animated.

I think this was happening becuase of a warbands leaguestone , a Limbsplit Woodsplitter dropped from a monster and then kill me in one hit becuase of the culling strike effect 'i think'?

as i was below 10% hp as lowlife energyshield build.

is this intentional? or is this a bug?

I think this is a bug.

Why do you think that's a bug? Players can get culled just like monsters.
