CwDt and what exact level I need/want

Usually in most builds you'll see a lvl 1,3 or 4, I always blindly followed this rule since I dont exactly know what lvl I actually want for the skills Im supporting and the damage Im facing.

People always say "If you want it to proc more often, low level" but with the damage values increasing in higher tier maps Id assume that you can crank it up a bit to proc it as often as it would on low level in dried lake.

Right now I have a flesh offering (10), vortex (7) and enfeeble (7) in a lvl 4 cwdt setup. Leveling them seems useful to me since a stronger curse/ offering cant be a bad thing.

But where is that sweet middleground between regular procs and much more effective skills?

One way to combine a low cwdt (to proc it often) with a high curse (for max effect) is to link cwdt (lvl 1) - blade vortex (lvl 7 or lower) - curse on hit (max) - enfeeble/other curse (higher than lvl 5).
The curse needs to be higher than lvl 5 so that it doesn't associate with cwdt but with blade vortex-coh.

As melee you can have blade vortex up most of the time thereby cursing everything within bv range with a high lvl curse.
I think you misunderstood my question. Im not aiming to keep the cwdt low, nor do I have the space to put in BV and CoH. Wouldnt be that helpful on a summoner anyway.
What Im trying to get is the right level for the setup because I feel that I can go higher than cwdt 4.
If I go too high though its not proccing often enough so Im searching for that sweetspot.

In order to know which level is appropriate I need to know how much damage white or blue mobs are gonna do on average in the late game. There is no knowing that so I was asking experienced players for an estimate as too how far I can go with this since every level is a buff to survivability and clearspeed. Even if its a small one.
