Lags and Trilinear filtering

1. There is a way to change Texture Filtering for Blilinera? Because A lowest option is Trilinear.

2. There is a way to eliminate a horrible lags in game? I have everything at minimal settings.

My PC:
Intel Core i3-3110M 2.40Ghz
12GB RAM
Intel HD Graphics 4000
GeForce 635M

Very few game engines do bilinear filtering, because, quite frankly, it sucks. The popular filter modes are either Trilinear or Anisotropic. Besides, the performance overhead for trilinear vs bilinear is negligible. Bilinear sometimes misses elements and causes awkward, abrupt transitions.

Otherwise you'd running a low-end system, with a Core i3 (CPU released in 2012) and an NVIDIA GeForce 635M GPU, which is also low-end.
