some question about the pandemonius

its says

Damage Penetrates 20% Cold Resistance against Chilled Enemies

when i chilled an enemy
i got 20% pen on that enemy
if i crit at this time
enemy became frozen
then that 20% pen still exist on that enemy?

Frozen enemies are also always chilled

Not necessarily always, since some enemies (PvP?) can be Immune to Chill, but not Freeze - but in all practicality, you're right :P

Freeze and Chilled can exist at the same time on an enemy, and almost always does. Since they use the same duration formula and all PvE enemies that I can think of that are Immune to Chill are also Immune to Freeze and vice versa, you can practically think of Frozen enemies also always being Chilled while they're Frozen.
