Purchasing lvl 1 gem from npc not possible?

Well people told me that Scouring make -1 on a gem lvl and regret just reset it to lvl 1 ... but is there a way to purchase the SAME gem from the npc but lvl 1? >.<

You need to be a1n for lowest level gems then they sre according to it's zones around it.

The only times you can get lvl 1 gems are 1. If you only just reached their level requirement or 2. If you buy them from a master, though they don't always have the ones you want.

dropped gems are level 1 as well. just ask people in global if they have them and somebody most definitely will and usually will give them out for free. i personally have 3 stash tabs of all level one gems (1 tab per colour)

Forsaken Masters sell level 1 gems. Otherwise, no.
