Kaom's Primacy sockets suck

My Kaom's Primacy wont allow me to put more than 3 sockets in it, When i use a orb on it it says it has the max number of sockets at 3?

It sounds like your kaom's has a weird item level, meaning it probably came from a div card set or a kaom's cache while leveling. Hold down alt and check what the axe's item level is
