The Red Nightmare fire res/all res inconsistency

The Red Nightmare jewel states that it grants "Chance to Block" to nodes it affects.

However, it is inconsistent - nodes that grant Fire Resistance work as stated (they grant base Chance to Block). These work without any other sources of block. Nodes that grant All Elemental Resistances, however, grant "Additional Block Chance". These nodes do NOT work without another source of block, such as a shield, The Anvil, or a Fire Resistance node with The Red Nightmare.

I have tested both types of nodes without any other sources of block. According to The Red Nightmare's text, there should be no difference - both types of node should grant Chance to Block.
