Does "Energy Shield gained for each Enemy hit by your Attacks" apply to spells?

I am using a witch freezing pulse crit build. Trying to choose new gear/jewels. Does "+3 Energy Shield gained for each Enemy hit by your Attacks" apply to spells?

I know usually Attacks doesn't apply to spells but if so then why isn't there a spell equivalent one "Energy Shield gained for each Enemy hit by your Spells"?

No, spells are not attacks so it doesn't work, there are spells that do a gargantuan amount of hits in sustained casting, like firestorm or old blade vortex, it would be imbalanced.
