Path of Exile lowers volume of other programs

Hey, this is likely a problem with my Windows settings but for the life of me I can't find a solution. When Path of Exile is active, it lowers the volume of all other programs, including youtube, twitch, spotify. I'm sure PoE is what triggers this, because lauching PoE will lower volume of new instances of other programs, and upon closing PoE other programs' volumes will jump back up noticeably (like 25-50% volume increase).

Any searching I've tried to do about this topic hasn't brought up much. I have disabled Windows' communications setting where it will reduce the volume of other sounds when it detects incoming calls (a common problem with skype), so that's not the issue. This isn't the biggest issue but it's a pretty big pain to have to adjust the volume of my outside programs all the time.

I use steam client, using Windows 10, I use headphones. I can provide any other relevant info if needed, any help would be greatly appreciated.
