Bar above character stats

I apologize if this is posted in another thread. I couldn't seem to find the right search terms. There is a bar above the character stats that moves from left to right as you add/remove equipment. There is no tool tip on what it represents and I tried to add/remove gear, but in situations where the gear seems much more useful for one particular type of stat (eg defense), the bar would shrink vs. what I would have assumed, increased.

Just to clarify, if you hit C and you see the tabs Offense, Defense, Misc, and Charges, the bar I am referring too is right above those tabs.

That's just the scroll bar for your skills (immediately above).

It's a slider bar, it allows you to scroll through the skills you have socketed. Clicking on a skill above that bar will show you it's stats.
