About the exp gaining penalty

Got my level 40 marauder with 10k melee dps, could be doing maps, but can't due to exp penalty.
"At level 40, you will gain 2% experience from monsters of level 70." I'd like a better "risk and reward" system. If I have the knowlege and skills as a player, and the gear as a character, I'd like to take my chances and gain more exp while also engaging in more challenging combat. The dmg you take from 30-40 lvl higher monsters is insane. The HC risk is obvious: you die. For SC there could be a exp loss penalty if you die, x% of the level gap between Mlvl vs Clvl, without however going below the point of where you were when you entered that zone, which would be for normal difficulty only. You could "unlock" and remove the exp penalty for all zones/quests that you've cleared already once, so it will no longer have said penalty for your future characters. To avoid abuse and leeching of this system, there will be a strong exp penalty (normaliser) if there are higher level party members in the zone to help you. You're supposed to solo this challenge for the reward. Your thoughts about the current exp penalty, is it ok, why/not? Did I leave out or miss anything that might be exploited? Why exactly are you trying to get level 100?
Like whats you plan after you hit lvl 100? Run more maps? For how long? .... I mean you not getting anything more at level 100 than you did at level 90... There's no lvl 100 req items... Thiers no loot bonus for level 100... no more exp gain... The games not about the 100 cap, its about the journey... that journey ends at lvl 90 for the most part. Time to move on to a new journey... Should call this the "Overleveled penalty" to distinguish it from the other experience penalties. People think you're complaining about something else.

The rest should be clear, no need to complicate things or confuse anyone, let's keep calling this what it is: a exp penalty (gaining less exp the further away monsters are from your level). " Couple of things: I'm no expert but this seems like something that would allow you to level your subsequent characters much faster than you would through progressing through the difficulties, which definitely sounds like something GGG don't want. I'm also thinking there are probably builds that would ignore the added risk from being in areas XX levels above you. Also, despite how things may seem at the moment, "You're supposed to solo this challenge for the reward." doesn't sound much like the direction GGG want Path of Exile to go in. As far as my thoughts regarding the exp penalty for being in areas outside of the 'SafeZone'... I've never really given it much thought. I've never struggled with the yoke, never felt it burdening me or unduly weighing me down. But then again, I've never had 10k dps at level 40. And it's not like people have much of an issue levelling characters below level 80. The only complaints I've heard have all been about levelling characters at above level 80 and never anything under that. Well, I guess this's the first. Lv 100 unlocks one of the best fishing lures in the game. Why wouldn't anyone want that?

The point of this penalty is to prevent power-leveling characters. The lack of such a penalty is why you can level a character to 70 in under 5 minutes in Diablo 3. I like the penalty. It forces you to be efficient, but not cheese the game. So long as you follow the formula (4 levels under current zone plus an additional level under for every 16 levels), you can level very quickly and efficiently. I personally like the system the way it is currently.
