Extremely weird stuttering / fps problems

Quick video showing what it's like for me to play :( This just started happening last 2-3 days. No hardware changes. Fresh Install. Fresh Windows. I've tried everything :( The video has vsync off - i normally play with it on, but turned it off just to see if it affected anything. no matter what graphics settings I use, it's like this.
PC Specs
i5-4670k, r9 270, 8gb ram (1866), 2tb hybrid drive, windows 10, latest drivers for everything.

Hey electrolights, do you see similar results when in areas outside of towns?
I'm assuming that your WinMTR tests don't show any problem? Just asking to make sure it isn't showing signs of problem with the connection / gateway. "I would have listened... I would have understood!" - Scion

" Nope, ping doesn't matter - I can have my normal stable ping or higher ping, it still stutters. Oddly enough, I went and OC'd my cpu on a whim and it fixed it for about 2 hours and then it came back. |

Same problem here.
It seems to be a better after 4-5 minutes of play. |
